The answer was clear in 2011 and still is today except we have placed our vehicles in a museum!
We have a way to regain it more efficiently than starting from scratch, with an expanded x37. Boeing has proposed this but this adm has said go to capsules which is a bad decision.
The country must have a large payload reusable runway lander with RMS capabilities ( shuttle equivalent) . This is obvious to anyone that can compare Soyuz landings to shuttle landings.
But, even though it is obvious, you can't get anyone , ie, rush, levin, fox, local tv, etc to report on it.
So, year by year we will continue to lose our capability not only in operational area but in the support areas ( design, mfg, test).
You can get any coverage, any bloggers, ex NASA bloggers harp on the good old days, so until you can't use your I phone, buy gas, buy pot, buy food, etc, things will continue as they are!!!
Then we will get a crash effort, if not too late!!!
