VLADIMIR PUTIN: Good afternoon, ladies and gentlemen!

 

I congratulate all of you on the holiday - the Day of Cosmonautics. It brought together people who are directly related to the industry. And in this regard, just wanted to say that in recent years, we focus on the modernization of our economy and its innovation. Actively working with the relevant Council of the Russian President. Today we will discuss the state of affairs in a key high-tech sectors - space.

 

Our meeting takes place, as I said, the Day of Cosmonautics. Once again, I congratulate all the participants and, and veterans of the industry, all workers the space industry on the holiday. I want to thank everyone who was at the forefront of national space programs, has made an unprecedented breakthrough in the universe, all those who today creates and develops unique technique. Precisely because of your talent, work for almost half a century, our country is one of the leading, leadership in the exploration and use of extraterrestrial space.

 

It is obvious that in the twenty-first century, Russia should retain status as a leading space power, and the results of space activities should provide more practical benefits, is an innovative development of Russia, the solution of a wide range of applications in industry, medicine, telecommunications, transport, strengthening security of the Russian Federation and its competitiveness in the world. Therefore, the development of our space capabilities and will continue to be a priority of the state policy. Attention to this area will increase.

 

I note that in 2013, funding for space programs in Russia amounted to about 181 billion rubles, an increase compared to 2008 - more than three times. By total allocated funds, we are in third place in the world after the United States and a united Europe, and on the average annual growth rate of government funding of advanced space powers up to five times. This is including it possible to complete the deployment of the GLONASS system, fulfill all obligations on the creation and operation of the International Space Station.

 

Certainly, there are a number of unresolved issues that hamper the development of the industry. They have accumulated over the years when the country was not able to put into space and had to exploit the Soviet reserve, since he was quite serious, powerful, has allowed us to maintain a strong position. So, on the Russian carrier rocket "Proton" and "Union" and other missiles runs about 35-40 percent of the world starts today. Yet much of the rocket-space equipment greatly outdated, more than 80 percent used electronic components produced abroad. In fact, there are no incentives and mechanisms for innovative development of the industry.

 

Experts estimate that in the next few years, the demand for space in the world of products, joint research will grow steadily. If now, the market is 300-400 billion dollars by 2030 could increase to $ 1.5 trillion. And, of course, we must take full advantage of this window of opportunity, the more we have, as I said, a very good position, which were established by earlier generations of researchers, engineers, technicians and workers. I note that from 2013 to 2020 for space activities in the relevant state programs should be allocated about trillion 600 billion rubles. In this case, again, the emphasis should be on the most promising application of scientific and technological areas.

 

Today we look at the foundations of state policy in the field of space activities for the period up to 2030 and beyond.This document should be fixed a number of priorities. One of them - is commissioning Baikonur East. In Russia must have a reliable national platform for solving complex problems in the field of space activities.

 

Today we visited the construction site of spaceport. According to the schedule the first missile launches are scheduled for 2015, and in 2020 the East must be fully commissioned. This means that there will need to run the automatic space stations, interplanetary space facilities for the study and development of the Moon, Mars, and other planets.

 

Site selection took place quite thoroughly. A special group has been created by me at the time. We looked at several sites, including those on the Pacific coast. But, based on the experience of our U.S. partners, who have the use of the Cape Canaveral make big breaks due to weather conditions, the choice in the end we had made in respect of the area, where we were today. This favorable weather conditions here are about 300 sunny days a year, it is quite advanced and has prospects of infrastructure, it is geography. By location is almost located at a latitude of Baikonur. We are today with Vladimir Alexandrovich [Popovkin] said the difference is only around half a degree. Why the place is very good.

The second key problem - it is the priority development of applied research of Russian space exploration. You know, for a long time, the priority was given to us manned projects. Over the years they spent from 40 to 58 percent of the budget of the space program, often to the detriment of other areas. As a consequence, we are lagging behind the world level in a number of areas, for example by means of remote sensing, personal satellite communications systems, recording and saving objects in distress, and so on. Thus leaving the leading space powers formed here and in technologies that provide programs of development of so-called deep space. Of course, we have to keep all that has been accumulated in the manned part, but we need to tighten and other areas that I just mentioned.

 

The third basic task - is the realization of projects in the field of launch vehicles and new space for various purposes, and the development and production of rocket engines, which power the order should exceed the capacity of existing ones.

 

Particular emphasis should be placed on the development of technological base, ensuring the production of world-class space, as well as to create conditions for enterprises - space system operators of applied.

 

The fourth priority - is increasing group of spacecraft in orbit. Today the Russian group of socio-economic purpose is noticeably inferior to the respective groups of other space powers.

 

The fifth challenge. In the space sector to actively attract new scientists and engineers, especially, of course, talented young people, and for that the necessary conditions for professional growth, to provide decent wages, social conditions, and develop a system of research grants, by the way, and in the East. Today we spoke with Dmitriy [Rogozin], I ask the Government to keep that in mind. This should not only be a platform for rockets, it must be scientific center, where we have to create comfortable living conditions of people, of course, should be a good medical center, as I said, science, sports, culture and entertainment, so that people felt comfortable there and wanted to work there, tried to come back to work.

Rocket and space industry, as I have said, and we all know, refers to knowledge-intensive industries. Therefore, special attention should be paid to the composition of researchers with advanced degrees.

 

And finally, one more fundamental problems. We must define the management structure by the industry itself, which would allow us to achieve our goals. Of course, we have the appropriate structures exist, but we have recently talked about the need to improve these structures. Let's talk about that today, too. Work in this direction is underway. I beg to report, what are the suggestions for us to consider and take appropriate decisions.

Two words literally. First - as for the structure. We have ministries that do not have the complex, which led these departments. Some ministries are very close to one technique or method. In the space sector, almost all belong to the state, or the state has a controlling stake. So in general, I do not rule that out, but I ask Olegovich Dmitry Rogozin, Chairman of the Government, all the government to think about it again. Basically, do not rule out that one could create a ministry here. But the first step must, of course, staff properly. It's quite obvious.

 

As for incentives. They, of course, should be: for all those who work in the industry, and for your department.

 

And finally, the last. You've heard about the proposal to name the future city - Tsiolkovsky. Do you mind? There is no objection? Then ask the governor share documents, which can have a good moral principle, historical beginning. It documents the first studies Tsiolkovsky for the future museum. But, of course, the governor will have to consult with the people who live in the surrounding communities.
